Why France?

They seem to be constantly getting attacked, are their intelligence agencies asleep!

I think they need a kick as far as upgrading their terrorist security. How many times do they need to be hit before they do something?

With respect, it's a little early to make sweeping judgments. An attacker only has be lucky once, whereas the security services have to be lucky all the time .

French military are quite heavily involved bombing ISIS in Iraq and Syria.

The French have been very involved in the Arab/Islamic world and Arab/Islamic terrorism in France has been a regular occurrence since the late 1950s;

In 1961 in northern France 28 people were killed and 100 injured in a train bombing over Algerian Independence. Algeria was a French colony, most indeed of the north west of African was French colonial and much of it Islamic. What has happened is not new, what is new is the sheer scale of the attacks in Paris and now Nice.

We have already had such attacks and a number of planned attacks foiled. France's Muslim population is 7.5% of 5 million people. In the UK that is 4.8% or 3 million. France also has far higher unemployment than the UK, 9.9% compared to 5% and young Muslim's have unemployment rates of over 50%. The sense of disenfranchisement is greater in France than it is in the UK.

Not on this scale recently, and the last major attack would surely be 7/7 which was 11 years ago.

Our security services have possibly better better at stopping attacks than the French, but I am sure fewer Muslims and lesser social tensions have also helped make the UK less of a target than France.
